Clermont and Toulon clash in the 18th tournament final at the Aviva Stadium on Saturday with the four Toulon players selected for the trip Down Under all backs.
Frederic Michalak, Mathieu Bastareaud, Maxime Mermoz and Alexis Palisson are in the squad captained by Toulouse's 2010 Heineken Cup winning skipper Thierry Dusautoir.
As well as Kotze and Nakaitaci, Clermont supply Vincent Debaty, Thomas Domingo, Benjamin Kayser, Morgan Parra and Wesley Fofana.
"I am very happy, " said Kotze. "To be part of this group was a long-term objective of mine and to play against the world champions in New Zealand really is a dream.
"When I arrived at Clermont, from Aurillac, my dream was to play with ASM and just two years later, I find it difficult to think that they have just called me up for Les Bleus. "
But there is no place for outside half Francois Trinh-Duc with Saint-Andre declaring : "He needs to rest after a long season."
Eddy Ben Arous, Alexandre Flanquart, Camille Lopez, Remi Tales, Adrien Plante, and Bernard Le Roux are others who have earned their first call-up.
France will begin their campaign against the reigning world champions on June 8 in Auckland before a match against the Blues on June 11 and further Test matches in Christchurch and New Plymouth.
