The 23-year-old played for Scotland A in the IRB Nations Cup last summer and was called up to the senior squad earlier in the season. He joined Edinburgh in 2008 from the National Academy after representing Scotland Under 20's in the IRB Junior World Championship and has made six Heineken Cup appearances in two seasons at Edinburgh.
"Fraser is another piece of the jigsaw completed," said Sale's executive director of sport Steve Diamond.
"He has had a good year playing for Edinburgh and our contacts north of the border rate him very highly. I have seen him in action myself and know he will fit into my plans taking the club forward."
