Newport have made big changes to their first team squad following two disappointing Heineken Cup defeats.
The Black and Ambers lost 27-17 at Edinburgh Rugby in Round 1, and they fell at home 19-34 to Toulouse in Round 2.
Head coach Leigh Jones and assistant Richard Hill have opted to rest some key players and to give others the chance to push for selection in the first team.
The coaching pair have selected Matt Pini to lead Newport in their final Celtic League Pool B game against Borders at Rodney Parade on Saturday (kick-off 2:30pm).
The former Australian and Italian international reverts to his customary position of full back for the game as the Black and Ambers go in search of an elusive first win of the season.
"While a victory over the Borders remains a key goal for us, the fact there is nothing riding on the game means we can give key players such as Simon Raiwalui, Mike Voyle, Jason Forster, Chris Anthony, Rod Snow, Ofisa Tonu'u and Shane Howarth a bit of a break," Jones said.
"There are plenty of good youngsters pushing for consideration in the top team at Newport, so this game will give them a chance to shine. Borders are starting to develop into a useful outfit so it is going to be another big test for us.
"We are faced with three games in seven days because the Welsh Premiership kicks off next week. That is a key competition for us and we start with two tricky games, at home to Caerphilly on Tuesday and away to Swansea on Saturday," said Jones.
Hal Luscombe returns to the centre after missing recent games with an achilles problem. Scott Williams joins Luscombe in the centre with Alex Cadwallader returning on the right wing .
Adrian Garvey also returns to front row duty after recovering from a neck strain. Matthew Veater and Joe Powell will pack down in the second row with Rhys Jones making his competitive debut at No 8.
