ERC can confirm that the Federation Française de Rugby (FFR) has withdrawn its application to host the 2014 Heineken Cup and Amlin Challenge Cup finals, due to the ongoing uncertainty regarding the availability of the Stade de France.
The former Bristol and Bath hooker said: "I've always been there as 'Mr Reliable' but this time, I thought I deserved the shirt. I'd played the last two and have kept going, starting this season well with Leeds."
Regan has won 33 caps for his country and was part of the squad that won the World Cup last year. He made his England debut against South Africa at Twickenham in 1995.
Regan added: "The commitments with England put a big strain on your family and you have to give a large part of your life up with training and playing taking me off for long periods.
"I feel I can release the shackles now and go out and perform for Leeds on the weekend. It will be the Tykes who get the best out of me now. I would like to thank the England coaches I have worked with previously and I have always enjoyed my time with England. I had planned to retire from England at the end of the season but the timing is right now for me."
Leeds fins themselves competing for the European Shield following a narrow loss to Dean Richards' Grenoble over two-legs in Round 1 of the European Challenge Cup. The Tykes now face Spanish side VRAC in a double header in early December.
